Jos henkilöllä on käytössään useampia asuntoja tai jos hänellä ei ole käytössään asuntoa lainkaan, hänen kotikuntansa on se kunta, jota hän perhesuhteidensa, toimeentulonsa tai muiden vastaavien seikkojen johdosta itse pitää kotikuntanaan tai johon hänellä on edellä mainittujen seikkojen perusteella kiintein yhteys. Vastasyntyneen lapsen kotikunta on hänen äitinsä kotikunta lapsen syntyessä. Kotikunnan mukaan määräytyy mm. äänioikeus kunnallisvaaleissa ja se, mihin kuntaan henkilö maksaa veronsa ja mikä kunta on vastuussa henkilön koulutus-, sosiaali- ja terveyspalveluista.

För den som använder flera bostäder eller inte har någon bostad alls är hemkommunen den kommun som personen själv betraktar som sin hemkommun på grund av sina familjeförhållanden, sin utkomst eller andra motsvarande omständigheter eller till vilken personen med hänsyn till dessa omständigheter har den största anknytningen. För ett nyfött barn är hemkommunen moderns hemkommun vid den tidpunkt då barnet föds. I kommunalvalet röstar var och en i sin hemkommun, och det är till hemkommunen man betalar skatt. Hemkommunen ansvarar också för utbildnings-, social-, hälso- och sjukvårdstjänster för sina invånare.

The municipality of residence of a newborn child is the municipality of residence of its mother at the birth of the child. The municipality in which a person can exercise the right to vote in local elections will be the same as the person's municipality of residence, which will also be the municipality to which he/she pays local income tax and the municipality responsible for the provision of education, social welfare and health care services for that person.
